This study employs an innovative methodology to help us distinguish among data, information, and knowledge in the domain of policy studies. Focusing on periodical literature and government reports published between 1970 and 1989, the author’s research contributes answers to two questions that are central to the entire domain of policy studies today. The first question has to do with our capacity to efficiently access the stock of knowledge concerning the scientific aims, practical consequences, and methodological quality of policy research. Increasingly, there appears to be no scientific and practical justification for undertaking the 501st policy research project when we remain ignorant of the extent to which the first 500 projects may contain useful, policy-relevant knowledge. The second question, closely related institution known as the applied social (or policy) sciences community. In contrast to those who mistakenly believe that single research projects are alone “critical” to the advancement of knowledge, the author’s research shows that single studies are part of an evolving system of beliefs about educational policies that is the product of many interdependent investigators.
