American Federal Senior Executives is an analysis of the attitudinal changes of American federal executives during the first-year of implementation of the Civil Service Reform Act (CSRA) of 1978. A Senior Executive Service (SES), which includes most GS 16-18 and above federal employees, was created by the CSRA to better manage the higher echelon of the federal government and to motivate the senior executives with monetary rewards. The SES was criticized extensively by many people for many different reasons. This study, using the data from the first two Federal Employee Attitude Surveys (FEAS), attempts to identify the attitudinal changes that followed the implementation of the contingent-pay SES system, and concludes that intrinsic rewards were highly valued in federal executives' perceptions of job choice, job values and even favored motivators before and after the SES implementation. Their attitudes toward job values, such as the importance of perceptions of performance awards, changed noticeably. This study also analyzes possible predictors of SES support by the executives, and finds that SES support among agencies is widely differentiated and older federal executives tend to disapprove of the SES. ?
